In August 2024, the European Union (EU) made history with the approval of the Artificial Intelligence (AI) Act—the world’s first legislation specifically aimed at regulating AI applications.This landmark act seeks to protect EU citizens from
potential harms of AI, while maintaining Europe’s global competitiveness. European Commission President Ursula von der Leyen marked the occasion as a "historic moment," noting that “the AI Act transposes European values to a new era.” The regulation will take effect in August 2026, bringing significant implications for the healthcare sector. Under the AI Act, any medical device using AI will be classified as “high risk,” just one tier below full prohibition.
How did we arrive at this point? The evolution of AI in healthcare has been shaped by a continuous interplay between advances in ICT and healthcare innovations, combined with the need for cultural and structural shifts to ensure future-ready healthcare systems. Yet, this co-evolution has not been seamless; progress has alternated between breakthroughs and bottlenecks.
This session will guide participants through the key phases of digital health’s evolution, showcasing real-world cases that illuminate the challenges of digital adoption. Finally, we’ll delve into the AI Act, reflecting on whether AI applications will face similar hurdles or if the Act will help us move past these challenges once and for all.

Núria joined Bax as the Healthcare Innovation Team Lead in early 2024, bringing more than 20 years of experience across the bench-to-bedside pathway. With a multidisciplinary understanding of healthcare developed through roles in research, management, and scientific strategy, Núria has worked across universities, research centres, hospitals, technology innovation parks, and the private sector. She managed the pre-seed digital health accelerator programme StartHealth and was involved in the m-RESIST project, which developed a therapeutic procedure supported by mobile devices for schizophrenia patients and their caregivers.
Currently, Núria is involved in the Testing and Experimentation Facility for Health AI and Robotics (TEF-Health). Led by Charité, this 51-partner consortium aims to facilitate and accelerate the validation and certification of AI and robotics in medical devices. Through her work with TEF-Health – an integral part of the AI Act – Núria has gained first-hand insight into the potential challenges in its implementation.
David is an Innovation Consultant specialising in digital health and
healthcare reimbursement. With a diverse background in healthcare innovation, David has held operational roles in industry-leading companies such as Johnson & Johnson (J&J) and technical roles with technology manufacturers like Linet UK. He is passionate about digital health, viewing it as a powerful tool for transforming healthcare delivery and accessibility. He believes that digital solutions can bridge gaps in patient care, making high-quality health services more accessible and affordable for all. This commitment is strengthened by his hands-on experience in implementing practical, patient-centred innovations as a project manager.
David currently manages two European projects focused on digital health innovation, collaborating with leading universities, research institutes, and innovation agencies across the EU. In the ACE project, he supports the international piloting of health technologies in the homecare sector. In the Digital Health for All (DigiH4A) project, he assists the consortium in defining the most effective reimbursement pathways for digital health innovations.
